Third International Conference on Financing for Development

FfD Logo 140The Third International Conference on Financing for Development took place in Addis Ababa, Ethiopia from 13-16 July 2015, resulting in the Addis Ababa Action Agenda. The Addis Ababa Conference was the first in a series of UN events leading up to the adoption of the new UN sustainable development agenda, which was agreed on 2 August by UN Member States and will culminate with a Summit to adopt the post-2015 agenda on 25-27 September in New York.

Background

The UN General Assembly, in its modalities resolution A/Res/68/279 for the Conference, stressed the importance of the full participation of all relevant stakeholders, including non-governmental organizations and business sector entities, in the Conference and its preparatory process. In addition to substantive informal sessions, the preparatory process included informal interactive hearings on 8-9 April 2015 at UN Headquarters, as well as a Global Forum in Addis Ababa, Ethiopia on July 10-12. UN General Assembly resolution 68/279 outlines the “Modalities for the third International Conference on Financing for Development.” On 16 March, the draft of the second General Assembly resolution on the Modalities for the Third International Conference on Financing for Development was released. The Note by the Secretary-General A/69/542 presents the "Proposed organization of work of the third International Conference on Financing for Development."

Preparatory process for the Addis Ababa Conference

The FfD3 Co-Chairs outlined the following roadmap toward the Conference:

UN General Assembly informal interactive hearings
 
Regional consultations
On 23 March, the UN-ECE regional consultation took stock of trends and needs in Geneva regarding financing sustainable development in the region, and discussed solutions to unlock private resources and ways to set conducive frameworks for resource mobilization and renew and strengthen the global partnership for development. From 25-31 March, in Addis Ababa, Ethiopia, the 2015 Conference of Ministers takes place: “The 8th Joint Annual Meetings of the African Union Specialized Technical Committee on Finance, Monetary Affairs, Economic Planning and Integration and the ECA Conference of African Ministers of Finance, Planning and Economic Development.” It was preceded by a side event entitled “Regional Consultation towards the Third International Conference on Financing for Development” from 23-24 March. From 29-30 April, the Asia-Pacific High-Level Consultation on Financing for Development will be held, co-hosted by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) and the Ministry of Finance, Republic of Indonesia in Jakarta, Indonesia.

As requested in the note by the Secretary-General on the “Proposed organization of work of the third International Conference on Financing for Development” (A/69/542), Special Accrediation to the FfD process and online registration to the Conference will be available through the United Nations Non-Governmental Liaison Service.
